Why aren't the lead scoring rules I just applied retroactively scoring all of my contacts?

Lead scoring takes some time, especially if many contacts need to be scored.

If you have just made changes to your lead scoring rules, give the tool a couple of hours to calculate new scores for your HubSpot contacts.
