It looks like your Salesforce instance is using State/Country picklists and something isn't matching up quite right. Learn more.

This sync error occurs when picklist values for Country in HubSpot don't match the picklist values for Country in Salesforce.

To resolve this error, please make sure the properties are picklists in both systems and the values are the same. For more information about this issue, check out this article.
