Is there a difference between using CTA module and a rich text module?

A CTA module is a single item module that can only hold 1 type of content (CTAs). A CTA module is useful when you have a single CTA button that should appear in the same spot of every page on your website. A Rich Text module supports a variety of content types (including CTAs) and is much more versatile in the primary content section of a template than the standard CTA module would be. You can mix text, videos, CTAs, and images together in the same module, allowing the content creator to produce a “unique” combination of content that differs between pages without editing the primary template.
